The Transport Department said some lanes on Kwai Chung Road towards Mong Kok, near a residential estate, were closed after a three-vehicle crash late on 27 September. Drivers could use the remaining lanes.
The collision involved two seven-passenger vehicles and a private car. A driver was suspected of failing to brake in time.
All three male drivers suffered light injuries, and the private-car driver was taken by ambulance to Princess Margaret Hospital.
Police were investigating the cause.
