The Independent Commission Against Corruption has charged an electrician-registration applicant and a registered electrician with conspiracy to defraud over allegedly false work-experience information submitted to the Electrical and Mechanical Services Department.
The defendants are a 49-year-old registration applicant, 徐盛福, and a 45-year-old registered electrician, 陳國威. Each faces one count of conspiracy to defraud.
According to the ICAC, the application was supported by a certificate issued in the name of a lighting and audio engineering company. The certificate was allegedly issued by the registered electrician without authorisation and stated that the applicant had worked for the company as an electrician for more than four years under his supervision.
The applicant applied for registered Electrician A status in 2021. The Electrical and Mechanical Services Department asked him for more information because his supporting proof was incomplete. The alleged conspiracy took place between 2022 and January 2023, the ICAC said, and the application subsequently resulted in an Electrician A registration being issued.
The ICAC alleges that its investigation found the company had never employed the applicant and that the registered electrician had never been authorised to issue the certificate.
The relevant registration licence was later cancelled, according to Ming Pao.
Both defendants were granted bail and are due to enter pleas at the magistrates’ court in West Kowloon on 24 September 2026.
