A 20-year-old driver has been jailed for 42 months after admitting seven offences arising from a collision that killed a 71-year-old cyclist in Yuen Long. The cyclist was taken to hospital and died from multiple injuries later that day.
The collision happened on the evening of 1 July 2025 on Long Ping Road. The car struck the cyclist at a crossing, throwing him and his bicycle about 34 metres. Its windscreen was damaged, but the driver left without stopping, reporting the crash or helping him. Nearby CCTV recorded the incident, and the driver was found two days later.
Expert evidence put the car’s speed at about 119 km/h as it approached a crossing where the limit was 50 km/h. The driver had no valid driving licence or learner permit. The vehicle’s registration licence had expired, it had no third-party insurance, and material covering part of the windscreen did not meet safety regulations.
The driver told investigators that the cyclist had suddenly entered the road and that he left because he was frightened. The defence said he had previously held a learner permit, enjoyed the sensation of driving fast and regretted what happened.
The offences admitted included dangerous driving causing death, failing to stop after a traffic accident, failing to report an injury collision, driving without a licence, using a vehicle with an expired registration licence, using it without third-party insurance and using windscreen material that breached safety rules.
The acting judge noted that the cyclist had violated the traffic signal, but found the driver’s speed extremely dangerous and said he had disregarded the safety of other road users. Leaving immediately without helping after the impact showed a high degree of culpability. The sentence included 42 months’ imprisonment, a five-year driving disqualification and a HK$3,000 fine.
