The justice department submitted documents to the Wan Chai district council on 21 September 2026 for a proposed 25-storey legal-services tower between Lockhart Road and Jaffe Road. The 1,825-square-metre site is beside a mediation institute headquarters and the adjacent historic police station, with the building planned to provide about 27,000 square metres of gross floor area.
The tower would house the headquarters of a legal talent-training academy, together with mediation offices and related facilities. The department says local and overseas corporate representatives and professionals would use the building for mediation proceedings, meetings, lectures and training.
The project report says seven metered parking spaces on the two sides of the site would need to be relocated, while two small-leaved banyan trees would be removed. The building would include drop-off and pick-up space for coaches, taxis and private cars. The department said an independent consultant’s assessment found that construction and future operations were expected to generate limited traffic and not adversely affect nearby roads.
The department says the design would respond to the historic character of the adjacent police station through its materials, appearance and landscaping. It describes the combination of old and new as reinforcing Hong Kong’s position as an international centre for legal and dispute-resolution services.
The proposal remains subject to planning changes and funding approval. The department plans to apply to the planning authority in the fourth quarter of 2026 to raise the permitted height from 110 metres above the principal datum to 135 metres, and the plot ratio from 12 times to 15 times.
It expects to consult the relevant Legislative Council panel by the first quarter of 2027 or earlier, then seek funding approval around the middle of that year. Construction is planned to begin by the end of 2027 after funding is approved.
