A Yuen Long district councillor remained in custody after a mitigation hearing on 27 October 2026, with sentencing provisionally set for 3 November. He was convicted of unlawful sexual intercourse with a girl who was 13 at the time. The court found the offence took place at a unit in Tin Shui Wai on 14 March 2011.

The councillor was acquitted of a separate indecent-assault charge involving an 11-year-old girl. The judge believed an assault had occurred around the time of a school anniversary performance, but the prosecution had charged a different time and place and failed to prove its case.

The prosecution told the court it had written four days after the verdict to say it would pursue a case-stated appeal against the acquittal. At the hearing, it said it was still considering the matter and had applied for a transcript.

The defence asked for leniency, citing the age of the offence and the councillor’s community work. Five residents’ letters submitted in mitigation praised his follow-up on local hygiene problems and the repair of a badly leaking toilet.

The government said it would appoint a monitoring committee under its councillor performance monitoring system after receiving a request from the Yuen Long District Council chair and three councillors for an investigation under the District Councils Ordinance.
