A passerby alerted police shortly after midnight on 27 October after finding the man lying outside King Lui House at King Lam Estate in Tseung Kwan O. The 36-year-old was confirmed dead at the scene.
Police said their preliminary investigation indicated that he had fallen from a stairwell in the building.
The cause of death is to be determined after an autopsy.
