The Hong Kong Police Force plans to establish the Hong Kong International Academy of Policing on 11 November 2026. It will coordinate more than 20 key training courses, as well as projects linked to police leadership forums.

The planned curriculum spans police command and leadership, tactical skills, counterterrorism and crisis management, criminal investigation, and security operations.

One course will be aimed at use-of-force instructors from law-enforcement agencies worldwide. It is set to cover tactical applications, use of force and range management, and include a visit to firearms and ammunition manufacturing factories in mainland China.

Before joining the firearms training division as an instructor in 2020, a senior inspector had served in VIP protection and airport special-duties units, then became the first head of the police railway response team. In the division, he has led a course that trains use-of-force instructors for the police force and other disciplined services.

He said the move from frontline work to instructor training brought greater responsibility: instructors must accurately master professional knowledge about firearms and the use of force, and pass on safety principles so frontline officers can do their jobs safely and effectively.

The inspector has also joined visits to Chongqing and Hubei to exchange knowledge with mainland instructors. He described learning about responses to violent situations using equipment including batons, shields and forks. The firearms training division draws on such exchanges and its enforcement experience to update its training.
