A goods truck collided with a garbage truck on Fanling Highway towards Sheung Shui at about 1.30pm on October 29, trapping the goods-truck driver and passenger.
Firefighters freed the two occupants, who were reported conscious, and ambulance staff took them to hospital for treatment.
The Transport Department said some lanes towards Sheung Shui remained closed because of the collision, leaving drivers to use the remaining lanes.
HK01 later reported that the traffic queue had reached the Tolo Highway.
