Yuen Long district councillor Sei Chun Hing has been sentenced to two years and six months in prison after the District Court convicted him of one count of unlawful sex with a girl under 16.

The conviction concerned sex with the girl when she was 13, on 14 March 2011, at a unit in Tin Shui Wai.

The court separately acquitted him of an indecent-assault charge over an alleged 2008 incident involving the girl when she was 11.

The judge said the defence had not addressed the girl's trauma and that the absence of remorse was not an aggravating factor, but reduced the scope for mitigation. A clinical psychologist told the court that the girl had post-traumatic stress disorder and needed psychological treatment.

Ming Pao reported that the councillor's remuneration had been suspended from the day he was remanded. The secretary for home and youth affairs had received a letter from the Yuen Long District Council chair and three councillors seeking an investigation under the District Councils Ordinance; a monitoring committee would be appointed.

Under the ordinance, a councillor convicted of an offence and sentenced to more than three months in prison loses eligibility to serve.
