The first phase of wider Mandatory Provident Fund (MPF) transfer rights is scheduled to begin on 21 December 2026, with about one million employees expected to qualify. They must have joined the workforce or changed jobs on or after 1 May 2025, the Mandatory Provident Fund Schemes Authority says.

They can make a transfer once per calendar year, or more often if the rules of the scheme transferring the benefits allow it.

The updated eMPF platform is due to handle the transfers electronically. Members can make transfers for the 2026 calendar year from 21 to 31 December, and make transfers for 2027 from 1 January.

Employees who began their current jobs before 1 May 2025 are outside this first phase. The mandatory contributions made by their employers may still be used to offset severance or long-service payments for service before that date, so a later phase requires additional legal amendments. The government expects to submit a bill to the Legislative Council in mid-2027, according to the Authority’s chair, Mrs Ayesha Macpherson Lau.
