Former Legislative Council member Huang Kam-fai appeared at Sha Tin Magistrates’ Court on 9 September 2026 over four alleged driving offences linked to an incident at The Chinese University of Hong Kong. The case was adjourned to 11 November for a further hearing and has not been adjudicated.
The charges are driving with alcohol above the prescribed limit, dangerous driving, failing to stop after a traffic accident and failing to report the accident. The charges allege that Huang was driving a private car on a CUHK road on 29 June when a breath test recorded 45 micrograms of alcohol per 100 millilitres, above the prescribed limit of 22 micrograms. They also allege that an accident involving the vehicle resulted in damage to two other private cars near Residence Area 11 and parking spaces 112A and 112B.
Huang was granted HK$5,000 cash bail. He must surrender his driving licence, is prohibited from driving and must not contact prosecution witnesses. He is also required to report regularly to police and live at a reported or designated address.
He was represented by solicitor Tse Wai-chun. Ming Pao reported that Huang was arrested on 1 July and announced his resignation from the Legislative Council on 4 July.
Reports said Huang had been associate dean for external affairs at CUHK’s Faculty of Engineering and that the university suspended his administrative duties after the incident became public.
The next hearing is scheduled for 11 November 2026 at Sha Tin Magistrates’ Court.
