Retired man Chen Kwai-fat, 62, denied one count of cruelty to animals at Tuen Mun Magistrates’ Court on August 20, 2026, over an alleged attack on a dog in Siu Lam Village. The case has been listed for trial on October 7.
The charge alleges that Chen used a sickle to attack the dog outside No. 2A in Siu Lam Village, Tuen Mun, on November 14, 2025. It alleges that the dog was injured and subjected to unnecessary suffering.
The trial is expected to examine whether Chen was acting in self-defence, including whether he used the sickle for that purpose. That issue has not been determined by the court.
Ming Pao reported that prosecutors said Chen verbally admitted the incident after his arrest. This remains a prosecution claim and has not been established by the court. The newspaper also reported that there was no closed-circuit television footage or eyewitness at the scene.
Chen remains on bail while awaiting trial. The reports differed on the expected witness arrangements: Sing Tao Headline reported that the prosecution and defence would call two and one witnesses respectively, while Ming Pao reported that the prosecution would call five witnesses and that the defence would rely on two defence witnesses, with Chen possibly giving evidence. The final arrangements remain unclear.
