The case linked to the Wang Fuk Estate fire was adjourned to 29 October after a hearing at West Kowloon Magistrates’ Court on 2 September. The prosecution sought more time to review evidence, obtain legal advice and obtain further expert reports.
The case involves seven individual defendants and two companies: engineering consultant Hong Ngai Architects Limited and main contractor Wang Yip Construction Engineering Company Limited. Together, they face 25 charges, including manslaughter, conspiracy to defraud, money laundering, tax evasion and attempting to pervert the course of justice.
The alleged offences cover the period from 26 November to 3 December 2025. The defendants are not currently required to enter pleas, and the charges remain allegations that have not been tested in court.
The manslaughter charges include five counts each against Hong Ngai director Wong Hap-yin, Wang Yip technical director Ho Kin-yip, Hong Ngai’s then director and registered inspector Ng Yeuk, and both companies. Wong and Hong Ngai each face three conspiracy-to-defraud charges, while Ho, Ng, Wang Yip director Hou Huajian, Wong’s friend Hung Kwok-wai, and Wang Yip each face one such charge.
Chung So-fan faces two money-laundering charges, while Hong Ngai employee Lee Man faces one. Hou, Lee and Chung were allowed to remain on bail under their existing conditions; Chung was also allowed to change the time at which she reports to a police station. The other four defendants did not apply for bail and remain in custody.
Hong Ngai Architects had no authorised representative at the latest hearing. The court said that if the company again has no representative at the next hearing, it may continue dealing with the case in the company’s absence.
The Independent Commission Against Corruption is investigating the case, according to the reports. The next hearing is scheduled for 29 October.
